Influenza virus having high pathogenicity and transmissibility

Recently two research groups are going to publish the papers of high pathogenic influenza virus in Nature and Science. However, their publications are now stopped because of a consideration about the dangerousness of a misuse for terrorism. The papers show how to make high pathogenic, transmissible influenza viruses. Virologists used to think that high pathogenic viruses could not have efficient transmissibility. High pathogenic viruses were considered to kill the infected animals quickly before their transmission. So these two papers are surprise. Although their results are demonstrated by using experimental animals, ferrets, we can easily imagine the application for human.
The editors of journals decided to publish their papers without detailed information of materials and methods. If there is the optimal management for treatment of viruses in the laboratory, I think that it is not so risky. I wonder how people who are not virologist think.
