Troublesome procedure for getting a visa

I am in trouble to take a reservation for getting a visa for going to USA. The system error of American consulate was recovered, whereas I received a message showing that my payment for SEVIS was not confirmed. Although I already finished the payment for SEVIS, the confirmation seems to need a lot of time. I don’t know when I can visit in America.
