Apologizing Japanese and thanking American

Japanese people apologize for something too much, I noticed that when I read Japanese news sites in internet. Many kind of apologies has been seen during this two weeks. A wrestler apologized for her absence in an event because of her illness. A pop idol apologized for her scandal that she played with a man. Many politicians had apologized for diverse incidents including unsuitable treatments for trouble, slips of the tongue and failures of their manifestations. In contrast, I feel that American people usually say thank you even when Japanese people never say it. When I visited an immigration coordinating office, the officer said to me " thank you for coming!", whereas my purpose of visiting was for my own business. Moreover, I hear many "thank you" everyday. In particular, the case they say it when Japanese people don't say thank you, remains in my mind deeply. For example, people say "thank you" to bus drivers and all clerks of shops in this city. I used to think that work persons give their favors as a business, so I thought that we didn't have to say it to them. But this opinion does not fit to the culture of this country.
